To be added to MP&W's List of Potential Bidders for commodities and supplies, please contact the buyer assigned to that particular commodity or supply. For a list of buyers and contact information, click here.

If you would like to be included on MP&W's List of Potential Bidders for services, consulting, and construction work, please download and fill out the MP&W Bidders Categories Form. Once you have completed and sent in the form, you will be added to our list of potential bidders.

If a project becomes available in your company’s category, a letter of interest will be sent to you with the project specifications and requirements.

Procurement Methods

Our procurement process is focused on competitively matching the Utility's requirements with vendors chosen on the basis of price and their ability to meet our standards for quality goods, outstanding service, and prompt delivery.

MP&W may follow any of the following primary procurement processes:

  1. Procurement card purchases.
  2. Best procurement practices are followed for regular, miscellaneous daily needs or when the estimated total cost of a Public Improvement is below $50,000.
  3. Sealed quotes for equipment, vehicles, and services as appropriate based on scope of anticipated dollar amount.
  4. Competitive quotes when the estimated total cost of a Public Improvement exceeds $50,000 and is less than $130,000.
  5. Competitive bids when the estimated total cost of a Public Improvement exceeds the threshold of $130,000.

Procurement Cards
Selected departments within the Utility and the buying staff have been assigned VISA procurement cards to make low dollar purchases to meet daily needs. This program is administered and monitored by the Utility staff and utilized on a limited basis.

Regular Procurement
MP&W's buyers obtain quotes via phone, fax, email, USPS mail, vendor visits, or via the Internet from established vendors for daily supplies and routine commodity items. MP&W's buyers will make a good faith effort to obtain a minimum of two quotes whenever feasible.

Sealed Quotes
Requirements for equipment, vehicles, and services in excess of $25,000 are normally handled via a sealed quote process. This process involves development of specifications, and terms and conditions for the project. These are sent to companies from our bidders list that match the project needs.

A deadline for receipt of all quotes is in the quote documents. At this pre-established time, all quotes are read at a public opening. Interested bidders may attend this opening. After the opening, MP&W staff evaluates the quotes and awards the project. All companies providing quotes are notified regarding the results of the process.

Competitive Quotes
As a municipal utility in the State of Iowa, Muscatine Power and Water is required to publicly quote all Public Improvement projects when the estimated total cost exceeds $50,000 and is less than $130,000. This process involves the development of specifications, and terms and conditions for the project. These are sent to companies on our bidders list that match the project needs.

A deadline for receipt of all quotes is in the quote documents. At this pre-established time, all quotes are read at a public opening. Interested bidders may attend this opening. After the opening, MP&W staff evaluates the quotes and awards the project. All companies providing quotes are notified regarding the results of the process.

The successful bidder must provide a performance and payment bond and insurance coverage within limits defined in the quote documents.

Competitive Bids
As a municipal utility in the State of Iowa, Muscatine Power and Water is required to publicly bid all Public Improvement projects over $130,000. After MP&W's Board of Trustees approves a project, the Staff Attorney and the Manager, Supply Chain Services determine the public bidding requirements of the project.

Project specifications, estimated total cost, and bid documents are prepared and a recommendation is sent to the Board regarding dates for the bid opening and public hearing on the project. A project notice is then published in the local newspaper and posted on our web site.

For Competitive Bid projects, documents are sent to companies on our bidders list that match the project needs; a public invitation for bids is published in the local newspaper; bid documents are sent to the construction plans houses throughout the state; and project information is posted on our website, to inform contractors of upcoming projects so that they can request copies for bidding. A designated representative of MP&W, appointed by the Board opens bids publicly at the designated time. Bidders are invited to attend the opening.

MP&W's staff evaluates the bids and a recommendation for an award is made at the next scheduled Board meeting. A public hearing is held on the project. Thereafter, the Board acts on the recommendation regarding the award. Bidders will be notified of the results of the award.

A bid security is required on all public improvement projects. The successful bidder must provide a performance and payment bond, an insurance coverage within limits defined in the bid documents, and other contract documents as required. Change orders and final acceptance requests are taken back to the Board for action to complete the process and close the contract.
